Viruses are much smaller than salt particles or bacteria, ranging from 0.02 - 0.30 microns, so they may penetrate ordinary N95 respirators at a significantly higher rate.  Some pathogens have an infectious dose as low as one organism and can be carried on respiratory particles.  When you consider that many N95 respirators permit significant inward leakage of contaminated air around the face seal, relying on the wrong respiratory protection could be a fatal oversight.
